Turn CA State Prisons Into Schools.

Nick Miroff, a former volunteer Spanish instructor at San Quinton, has a suggestion in the SF Chronicle for a way to start reforming the CA prison system:
We could start by reorganizing our prison system as an educational meritocracy. By offering inmates upward mobility via learning as well as an accelerated path to parole, we could create powerful incentives for achievement, and prepare larger numbers of inmates for the world of work rather than the world of crime.
It's time we start paying attention to reducing the rate at which parolees return to prison, NOT building new facilities.
